RECOMMENDATION

BACKGROUND/HISTORY

Please place on the March 19, 2025 agenda a referral to the Land Use and Sustainability Committee (LUSC) to discuss oversight and regulation of beach concessions and chair usage.

Residents have expressed concerns that large portions of the beach are occupied by rows of empty rental chairs, often at a significant cost, while they would prefer open access to place their own chairs and towels near the waterline.

I would like for the LUSC to review the current form of concession agreements with beachfront concessionaires to explore the implementation of more clearly defined requirements and enforcement during yearly Agreement renewals. The goal is to impose a uniform approach to all beachfront concessionaires, ensuring consistency in oversight, and public access, to ensure public beach access is prioritized while maintaining fair and enforceable standards for concession operations.
