COMMISSION MEMORANDUM
RECOMMENDATION
Please place on the April 23, 2025, City Commission agenda a referral to the Land Use and Sustainability Committee to consider requiring the inclusion of bicycle ride-share stations as a condition of eligibility for currently proposed and future incentives for new development projects in the City of Miami Beach.
Currently, the City of Miami Beach has an agreement with Deco Bike (βCiti Bikeβ), which operates a fleet of 1,200 bicycles for public use. During the March 12, 2025, Public Safety and Neighborhood Quality of Life Committee meeting, the Committee recommended in favor of expanding the Citi Bike program. This recommendation is a positive step toward further promoting bicycle use and enhancing transportation alternatives for our residents and visitors.
Bicycle ride-share programs provide a sustainable transportation alternative, reducing traffic congestion and promoting a healthier lifestyle β values that the City of Miami Beach remains committed to supporting. Expanding these programs, while offering robust incentives for the inclusion of bicycle ride-share stations as part of new developments, would provide significant public benefits, including increased accessibility and reduced dependence on automobiles.
As part of this referral, I request that the Administration explore potential changes to the Cityβs code, such as: β’ Modifying the existing reduced off-street parking incentives to include bicycle ride-share stations β’ Updating the existing micromobility incentives definition to include bicycle ride-share stations
I also ask that the Administration provide recommendations regarding which pending zoning incentive legislation could benefit from including this requirement as a condition of eligibility.
