RECOMMENDATION

BACKGROUND/HISTORY

Please place on the April 23, 2025 agenda a referral to the Land Use and Sustainability Committee (โ€œLUSCโ€) to discuss the potential development and implementation of Citywide regulations pertaining to commercial vehicle deliveries on private property that may be necessary to protect residentsโ€™ quality of life.

Our City, known for its beautiful beaches, vibrant urban environment, and culturally diverse community, faces certain challenges related to commercial vehicle deliveries on private property. With many businesses relying on frequent and early morning deliveries, unregulated truck access leads to noise pollution, as well as may also cause traffic congestion and safety hazards for residents and visitors.

To that effect, I have received resident complaints and, in order to address these concerns, I would like to consider the development and implementation of regulations that balance the operational needs of businesses with the preservation of residentsโ€™ quality of life. Such potential regulations could include restricting delivery hours, requiring specific loading dock/zone capacity, frequency, and/or height restrictions, and strictly enforcing noise limitations to minimize disturbances in residential areas.

Accordingly, I would request that the City Administration, after conducting appropriate community engagement and seeking input from stakeholders, be prepared to discuss any potential regulations (and provide the Committee with its recommendations) that would protect residentsโ€™ quality of life while ensuring that businesses are still allowed to operate effectively and efficiently.
