COMMISSION MEMORANDUM

RECOMMENDATION

The City Administration (“Administration”) recommends that the Mayor and City Commission (“City Commission”) adopt the Resolution pursuant to the recommendation of the Finance and Economic Resiliency Committee (“FERC” or “Committee”) directing the Administration to proceed with the installation of temporary/short-term rubberized speed cushions at up to two (2) locations on 47 Street between Pine Tree Drive and Prairie Avenue in advance of the future Orchard Park neighborhood traffic calming project, in order to reduce traffic speeds and increase road safety.

BACKGROUND/HISTORY

At the June 26, 2024, City Commission meeting, at the request of Commissioner David Suarez, the City Commission referred an agenda item (C4 AJ) to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC”) to discuss the potential installation of traffic calming devices on 47 Street to reduce traffic speeds and increase roadway safety.

At the November 13, 2024, PSNQLC meeting, the Administration presented the findings of the Orchard Park Neighborhood Traffic Calming Study (“Traffic Study”) which evaluated 47 Street and identified vehicular speeding along 47 Street (Attachment A – Click on this link to view: https://docmgmt.miamibeachfl.gov/WebLink/DocView.aspx?id=302320&dbid=0&repo=CityClerk The PSNQLC recommended referring this item to FERC to discuss funding for design and installation of temporary/short-term rubberized speed cushions at up to two (2) locations on 47 Street between Pine Tree Drive and Prairie Avenue in advance of the future Orchard Park Neighborhood Traffic Calming Project (“Project”).

At the December 11, 2024, City Commission meeting, at the request of Commissioner David Suarez, the City Commission referred an agenda item (C4 A) to FERC to discuss funding for the proposed temporary/short-term traffic calming improvements on 47 Street.

At the March 26, 2025, FERC meeting, the Committee recommended to proceed with the installation of temporary/short-term rubberized speed cushions at up to two (2) locations on 47 Street in advance of the future Project in order to reduce traffic speeds and increase road safety.

ANALYSIS

The Transportation and Mobility Department is currently designing multiple permanent/long-term traffic calming improvements throughout the Orchard Park neighborhood as part of the Project. The Project is anticipated to commence construction in Fiscal Year 2026, following a community ballot survey process and permit approval by the Miami-Dade County Department of Transportation and Public Works (“DTPW”).

Based on the findings of the Traffic Study, the Administration supports the installation of temporary rubberized speed cushions on 47 Street between Pine Tree Drive and Prairie Avenue as a short-term traffic calming improvement to reduce vehicular speeds and improve safety on 47 Street in advance of the future Project.

Should City Commission accept the recommendation of the FERC, the Transportation and Mobility Department will task the current Project consultant to develop design drawings for temporary/short-term rubberized speed cushions on 47 Street on an expedited basis. Once the rubberized speed cushions are designed and permitted by the DTPW, the Transportation and Mobility Department will engage a contractor to install the temporary rubberized speed cushions in summer/fall 2025.

FISCAL IMPACT STATEMENT

The estimated cost for design and installation of temporary rubberized speed cushions at two (2) locations on 47 Street between Pine Tree Drive and Prairie Avenue is approximately $55,000. Funding is available in Capital Project No. 62322 – Orchard Park Traffic Calming.

CONCLUSION

Based on the findings of the Traffic Study, the Administration supports the installation of temporary rubberized speed cushions on 47 Street between Pine Tree Drive and Prairie Avenue as a short-term traffic calming improvement in advance of the Project to reduce vehicular speed and improve safety on 47 Street.

Should the City Commission adopt a resolution accepting the recommendation of the FERC, the Administration will task the current Project consultant to develop design drawings for temporary rubberized speed cushions on 47 Street on an expedited basis. Once the rubberized speed cushions are designed and permitted by the DTPW, the Administration will engage a contractor to install the temporary rubberized speed cushions in summer/fall 2025.
