A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA OFFICE OF ATTORNEY GENERAL, THROUGH U.S. DEPARTMENT OF JUSTICE, VICTIMS OF CRIME ACT (VOCA) FY 2025-2026 GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $444,000; AND 2) FLORIDA DEPARTMENT OF LAW ENFORCEMENT (FDLE), DRONE REPLACEMENT PROGRAM, IN THE APPROXIMATE AMOUNT OF $225,000. BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item.
ANALYSIS
1. Florida Office of Attorney General, through U.S. Department of Justice, Victims of Crime Act (VOCA) FY 2025-2026 Grant Program, in the approximate amount of $444,000 for Victim Advocate Salaries and Benefits.
The federal VOCA assistance grant program offers funding to local community providers for use in responding to the emotional and physical needs of crime victims, assisting victims in stabilizing their lives after their victimization, helping victims to understand and participate in the criminal justice system, and providing victims with a measure of safety and security.
The City administration is applying for a grant in the approximate amount of $444,000 for victim advocate salaries and benefits. The City applies for these funds annually to support victim advocate personnel within the Miami Beach Police Department. No matching funds are required.
2. Florida Department of Law Enforcement (FDLE), Drone Replacement Program, in the approximate amount of $225,000 for nine (9) upgraded drones.
The Florida Department of Law Enforcement (FDLE) has appropriated funding to implement the Drone Replacement Grant Program. This program is open to law enforcement agencies, fire service providers, ambulance crews, and other first responders in the State of Florida.
Participating agencies will be required to relinquish noncompliant drones to FDLE. The relinquished drones must be in working order and have not reached their end of life.
The City administration is applying for a grant in the approximate amount of $225,000 to return nine (9) Miami Beach Police Department drones and replace them with nine (9) upgraded drones. The existing drones must be returned to the State of Florida before June 30, 2025. No matching funds are required.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or his designee to apply for and accept funds and execute all documents or agreements in connection with these grants, award programs and funding requests.
