REQUEST FOR APPROVAL TO AWARD A CONTRACT PURSUANT TO INVITATION TO BID (ITB) 2025-164-ND FOR WET SCREEN HAULING SERVICES. (PUBLIC WORKS)

RECOMMENDATION

It is recommended that the Mayor and City Commission approve the award of a contract to Coastal Waste & Recycling Inc., the lowest, responsive, responsible bidder to Invitation to Bid (ITB) No. 2025-164-ND for Wet Screen Hauling Services.

BACKGROUND/HISTORY

The City's Public Works Department is seeking a vendor to provide the lease of a twenty (20) yard roll-off container and semi-weekly collection of wet screen materials from a predetermined location. Wet screen materials include, but are not limited to, sand, sediment, plastic bottles, ordinary waste, and other organic/inorganic materials. The services are required as part of preventative measures to avoid contamination exposure of raw sewage debris and prevent a health hazard to City residents, visitors, and businesses alike.

Coastal Waste & Recycling Inc. (โ€œCoastal Wasteโ€) currently provides wet screen hauling services obtained through departmental Invitations to Quote (ITQs) as part of the City's open market purchasing process. However, total expenditures have exceeded the allowable delegated purchasing authority. Consequently, the City is pursuing a formal agreement to ensure compliance and continuity of service.

ANALYSIS

On March 3, 2025, the ITB was issued. A pre-bid conference to provide information to proposers was held on March 14, 2025. Two (2) addenda were issued, and 31 prospective bidders accessed the solicitation. ITB responses were due and received on April 24, 2025. The City of Miami Beach (โ€œCityโ€) received two (2) bids from the following firms: Coastal Waste and Waste Management Inc. of Florida. See Attachment A for a tabulation of bids received.

The ITB stated that the lowest responsive and responsible bidder meeting all terms, conditions, and specifications of the ITB would be recommended for award. In its due diligence, the Procurement and Public Works departments have deemed Coastal Waste the lowest responsive and responsible bidder meeting all terms, conditions, and specifications of the ITB and is recommended for award.

Coastal Waste is a privately owned solid waste and recycling company based in Boca Raton, Florida. Established in 2017, the company provides a full range of services including residential, commercial, and municipal waste collection, roll-off dumpster rentals, recycling, disposal, and portable sanitation services. Coastal operates across Florida, Georgia, and South Carolina and has expanded through both organic growth and strategic acquisitions. The company emphasizes operational efficiency, safety, and customer service, while maintaining a focus on environmental responsibility. Previous work includes services for the City of Pompano Beach, the City of Cooper City, and the City of Miami Beach; all references provided positive feedback. To date, the City is satisfied with the services being provided.

FISCAL IMPACT STATEMENT

Through the departmental Invitation to Quotes (ITQ), Coastal Waste has been providing services to the City at a monthly cost of $8,058.33, resulting in an annual cost of approximately $97,000. This amount includes the lease of one (1) twenty (20) yard roll-off container at $200.00 per month. Under the proposed three-year agreement, with a two-year renewal option, Coastal Waste will continue delivering these services at no additional charge for the container lease, with a reduced monthly cost of $7,425.00. This equates to an annual cost of $89,100.00, generating estimated annual savings of approximately $7,900.00 over the term of the agreement.

Based on the foregoing, it is recommended that the Mayor and City Commission approve the award of a contract to Coastal Waste & Recycling Inc., the lowest, responsive, responsible bidder to Invitation to Bid (ITB) No. 2025-164-ND for Wet Screen Hauling Services.
