COMMISSION MEMORANDUM
RECOMMENDATION
Please place on the May 21, 2025 City Commission agenda a dual referral to the Public Safety and Neighborhood Quality of Life Committee (βPSNQLCβ) and to the Finance and Economic Resiliency Committee (βFERCβ) to explore leveraging technology in neighborhoods experiencing high levels of home invasion, burglaries and auto thefts and discuss the best structure to implement technology-centered security measures in those neighborhoods.
BACKGROUND/HISTORY
ANALYSIS
The City of Miami Beach is continuously seeking innovative and collaborative approaches to enhance public safety and security throughout our diverse neighborhoods. Enhancing security infrastructure, including the installation of License Plate Readers (βLPRsβ) and additional cameras in neighborhoods experiencing high levels of property crimes enables critical integration, monitoring, and enhanced law enforcement response.
The Venetian Islands neighborhood has successfully implemented a model where the neighborhood has funded the installation and ongoing maintenance of security infrastructure to enhance public safety within their community. The implementation of such a model in other impacted neighborhoods has the potential to generate cost savings for the City by mitigating the necessity for additional law enforcement personnel. Any such cost savings could be allocated towards the deployment of additional LPRs and surveillance cameras to be deployed in impacted neighborhoods throughout the City. Furthermore, the engagement of a civilian specialist/expert to support the installation/monitoring of these LPRs and cameras, integrated with the Cityβs comprehensive Real-Time Intelligence Center (βRTICβ), may prove advantageous.
As part of this referral, we would request that the City Administration, including the Police Department, be prepared at Committee to discuss the potential installation of additional LPRβs and cameras in neighborhoods experiencing high levels of home invasion, burglaries, and auto thefts, in conjunction with the potential connection to the Cityβs Real-Time Intelligence Center, along with any concerns and costs associated with such. Moreover, we request that the City Administration be prepared to address the best structure for interested neighborhoods to fund the
aforementioned enhanced security infrastructure measures, including through the possible creation of special taxing districts, a subject already being discussed at the FERC.
