RECOMMENDATION

BACKGROUND/HISTORY

ANALYSIS

Please refer a discussion to the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC") to review and consider possible action regarding the City of Miami Beach's procurement requirements for contractors and vendors.

Commissioner Laura Dominguez requests that the Committee evaluate whether the current procurement stipulations and administrative procedures may be contributing to significantly higher overall project costs. In many cases, the cumulative impact of layered requirements may be discouraging participation, reducing competitiveness, or increasing contractor overheadβ€” ultimately driving up costs borne by the City.

A comprehensive evaluation of the procurement process may help identify opportunities to streamline administrative burdens while ensuring the City continues to uphold standards of accountability, transparency, and quality. Commissioner Dominguez seeks input and recommendations from the PSNQLC on possible reforms or improvements to enhance efficiency without compromising integrity in procurement.
