COMMISSION MEMORANDUM
RECOMMENDATION
BACKGROUND/HISTORY
I would like to refer the above referenced item to the Public Safety and Neighborhood Quality of Life Committee (the โCommitteeโ) to consider naming the Butterfly Garden, scheduled to be constructed in the interior portion of the Flamingo Park, in honor of late Commissioner Joy Malakoff.
Whenever a request is made to re-name portion(s) of a public facility, including interior portion(s) of a park, Section 82-503(b) of the City Code requires the sponsor to submit the proposal in writing to an appropriate committee (in this case, the PSNQLC).
Flamingo Park covers 36+ acres of land in the middle of South Beach. As funding becomes available, the City continues to upgrade sections of this active park for the communityโs enjoyment. Areas pending improvements include the baseball and softball fields, and the butterfly garden.
Joy Van Wye Malakoff was a distinguished civic leader, public servant, and lifelong advocate for the cultural, environmental, and historic vitality of Miami Beach. After a 32-year career as a banking executive, she dedicated herself to public service, serving as a Miami Beach City Commissioner for many years and holding leadership roles on numerous boards, including the Planning Board, Zoning Commission, and Historic Preservation Board. Known affectionately as the โQueen of Miami Beach,โ Joy championed landmark projects such as the Ocean Terrace Park, Convention Center renovation, and restoration of key historic sites. She was a passionate supporter of the arts and chaired advisory boards for the Wolfsonian, Bass Museum, New World Symphony, and the Miami Beach Botanical Gardens. Her dedication to civic life was recognized with numerous honors, including the Key to the City and the Mayorโs Shining Light Award. Joyโs legacy of service, community, and compassion makes the naming of a butterfly garden in her memory a fitting tribute.
