REFERRAL TO THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO DISCUSS POTENTIAL ENFORCEMENT ACTION THAT CAN BE TAKEN AGAINST CONTRACTORS THAT IMPROPERLY CLOSE LANES ON ROADWAYS.

RECOMMENDATION

Please place on the May 21, 2025 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee to discuss the enforcement options available to the City with regard to contractors that improperly close lanes on roadways for construction, maintenance, and/or utility- related roadwork.

The City continues to experience major traffic congestion and disruptions due to contractors erroneously closing lanes beyond the portion of the roadway(s) designated for lane closures and/or disregarding the authorized lane closure hours. Oftentimes, these contractors are working on State roads and are in violation of terms set forth by the Florida Department of Transportation (β€œFDOT”) in the contract plans / maintenance of traffic (β€œMOT”) by closing lanes before and/or after the designated hours.

Accordingly, I would ask that the Administration be prepared to discuss at Committee the enforcement actions that have been, or can be, taken against contractors that improperly close lanes on roadways for construction, maintenance, and/or utility-related work.
