A RESOLUTION OF THE MAYOR AND CITY COMMISSION ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCE COMMITTEE AT ITS MAY 7, 2025 MEETING FOR ITEM NB 5 FOR THE FUNDING OF A SHADE STRUCTURE AT MIAMI BEACH SENIOR HIGH SCHOOL IN AN AMOUNT NOT TO EXCEED $120,000 TO BE CONSIDERED DURING THE FY 2026 BUDGET PROCESS.

RECOMMENDATION

The Administration recommends that while the Mayor and Commission evaluate the Miami Beach Senior High PTSA Field Shade Structure request, it also carefully consider several critical factors that will significantly impact the General Fund budget, beginning in FY 2026:

1. The City’s increasing unfunded capital improvement program 2. Long-term General Fund financial projections indicating a potential shortfall in upcoming fiscal years 3. The passage of Amendment 5 in November 2024, which increases the homestead exemption and further constrains the growth of taxable property values

These considerations are essential to ensure that decisions regarding the Miami Beach Senior High PTSA Field Shade Structure request align with the City’s broader long-term financial stability and strategic priorities.

The Administration supports the recommendation of the Finance and Economic Resilience Committee at its May 7, 2025 meeting to consider funding a shade structure at Miami Beach Senior High School as part of the FY 2026 budget process.

Additionally, the Administration is recommending that any funded component of this request not be a city-managed project and be a Miami-Dade County Public School (M-DCPS) managed project.

BACKGROUND/HISTORY

At the February 3, 2025, Commission Meeting, Item C4 AP (Attachment A) was referred to the Finance and Economic Resiliency Committee to discuss a possible contribution to Miami Beach Senior High School (MBSH) to help fund renovations of the field.

On Give Miami Day, the MBSH Parent Teacher Student Association (PTSA) raised $24,000, which has been earmarked for renovations of the field at Principal Alfred Torossian’s urging. Although the field itself is considered by many in the community to be top-notch, many of its amenities need attention. As the City is investing in a new park/recreational space adjacent to the field, the existing Joint Use Agreement (JUA) dated November 23, 2021, between the city and M- DCPS allows for community use of the MBSH field exclusively on Sundays. At the May 7, 2025, Finance and Economic Resiliency Committee meeting (Attachment B), a favorable motion was made (3-0) to consider funding a shade structure at Miami Beach Senior High School in an

amount not to exceed $120,000 as part of the FY 2026 budget process.

ANALYSIS

On March 4, 2025, the MBSH PTSA President, Julie Basner, sent an email (Attachment C) with an estimated cost for items the MBSH PTSA seeks to purchase and install on the field.

  • • Shade Structure – $100,000 • Fence for Field – $25,000 • Bleachers – $25,000 • Storage Containers – $10,000 • Goal Post Nets – $50,000

The administration contacted MBSH Principal Alfred Torossian to determine the need for and interest in the MBSH PTSA request.

On March 4, 2025, Principal Torossian transmitted a response via email (Attachment D) indicating that M-DCPS would purchase and install the following MBSH PTSA requested items: • Fence for Field • Bleachers • Storage Containers

Additionally, Principal Torossian emailed the administration on March 5, 2025 (Attachment E) to inform them that MBSH does not need goal post nets.

FISCAL IMPACT STATEMENT

FY 2026 $120,000 - to be considered during the Fy 2026 budget process.

CONCLUSION

Based on information received from the MBSH PTSA and MBSH Principal Torossian, the only items requested by the PTSA that are not being provided by M-DCPS are the field shade structure and concrete pad. Per the MBSH PTSA the estimated cost for the preferred shade structure and concrete pad is approximately $144,000, of which the MBSH PTSA will be contributing $24,000. Neither the City of Miami Beach Parks Department nor the M-DCPS Procurement Department has provided an estimate for the shade structure.
