Committee Referrals - C4 AC

COMMISSION MEMORANDUM

TO:
Honorable Mayor and Members of the City Commission
FROM:
Commissioner Tanya K. Bhatt
DATE:
June 25, 2025
TITLE:
REFERRAL TO THE LAND USE AND SUSTAINABILITY COMMITTEE - DISCUSS POTENTIAL INCENTIVES FOR THE INSTALLATION OF GREEN ROOFS ON NEW AND EXISTING BUILDINGS, INCLUDING POSSIBLE AMENDMENTS TO THE CITY CODE AND LAND DEVELOPMENT REGULATIONS.

RECOMMENDATION

BACKGROUND/HISTORY

Please place the above item on the City Commission meeting agenda as a referral to the Land Use and Sustainability Committee (β€œLUSC”).

Green roof systems involve the installation of landscaping or vegetation on building roofs. A green roof typically includes waterproofing materials, root barriers, drainage systems, a growing system, and vegetation that is geographically appropriate. Green roofs provide benefits including improved stormwater management, enhanced insulation, and reduced urban heat island effect.

I would like the LUSC to discuss how the City can incentivize the installation of green roofs on new and existing buildings, including buildings on private property. This could include educational outreach, informational resources, fee waivers, and zoning incentives. As part of this discussion, I would like the Planning and Environment and Sustainability Departments to present their recommendations.
