REFERRAL TO THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE TO DISCUSS RENEWAL OF THE TOWING PERMITS.

RECOMMENDATION

The City Administration (Administration) recommends that the Mayor and City Commission (City Commission) refer this item to the Finance and Economic Resiliency Committee (FERC) for discussion and input.

BACKGROUND/HISTORY

The City’s Towing Permits with Beach and Tremont Towing are set to expire on July 31, 2025. These permits include two (2) additional renewal options, each lasting three (3) years, which may be exercised at the discretion of the City Commission.

The Administration has proposed updated terms for the permit to the vendors and will recommend these terms for the City Commission to approve. Since these terms involve financial considerations, including adjustments based on the Consumer Price Index (CPI), the Administration advises that the renewal of the towing permits be reviewed and evaluated by FERC.

Additionally, a related resolution is on the Commission’s agenda to authorize a month-to-month extension of the current towing permits. This measure ensures uninterrupted service while the City Commission reviews and discusses the updated terms for renewal.

ANALYSIS

The Permittees are the only two service providers that meet all the requirements set forth in the Miami Beach City Code and Administrative Rules and Regulations for the Police and Parking Department Towing Permits. This includes the essential requirement to maintain vehicle storage facilities within the city limits.
