RECOMMENDATION

Please place on the June 25, 2025 agenda a referral to the Finance and Economic Resiliency Committee to discuss measures that can be taken to streamline the use of staff resources for City committees.

BACKGROUND/HISTORY

As our city continues to prioritize fiscal responsibility and the efficient use of taxpayer money, it has become increasingly important to address the significant use of staff resources caused by the need for a liaison to each of the City's 45 committees (see attached list). The current structure requires substantial staff time and effort, which could be better utilized in other areas.

ANALYSIS

Facing a similar concern regarding the use of staff resources associated with a growing number of committees, on June 6, 2018, the Mayor and City Commission at the time imposed a 6-month moratorium on the creation of new committees. During that meeting, one idea discussed was that any time a new committee was created, an existing committee should be sunsetted or merged with another committee. This approach aimed to balance the need for new committees with the efficient use of staff resources.

I would like to refer this matter to the Finance and Economic Resiliency Committee for further discussion and consideration. Specifically, I request that the City Administration present ideas on how committees can be restructured or operated to ease the current use of staff resources.
