COMMISSION MEMORANDUM

TITLE:
REFERRAL TO THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO DISCUSS POTENTIALLY INSTALLING ADDITIONAL CAMERAS AND LEVERAGING TECHNOLOGY ALONG THE BEACHWALK.

RECOMMENDATION

BACKGROUND/HISTORY

Please place on the June 25, 2025 City Commission agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (β€œPSNQLC”) meeting to discuss potentially installing additional cameras and leveraging technology along the Beachwalk.

In recent years, the City has increasingly leveraged technology to enhance public safety and improve quality of life for its residents and visitors. One of the most effective tools in this effort has been the strategic deployment of surveillance cameras in key areas throughout the City. These cameras have proven instrumental in detecting, deterring, and solving criminal activity, supporting MBPD investigations, and providing critical evidence for prosecution.

The Beachwalk, which is the City’s heavily traveled and highly enjoyed multi-use pathway, is a prime example of an area where surveillance cameras have had a measurable impact. With thousands of residents and visitors using the Beachwalk daily, the installation of cameras along its length has helped MBPD respond swiftly to incidents and identify suspects involved in unlawful criminal behavior. In specific notable instances, video footage captured along the Beachwalk has directly contributed to the identification and apprehension of individuals responsible for various criminal activity.

As the City continues to prioritize public safety, I believe the potential installation of additional cameras along the Beachwalk warrants serious consideration. Enhancing camera coverage in visibility gaps and high-traffic areas along the Beachwalk would further strengthen the City’s ability to monitor activity in real time, deter unlawful conduct, and respond proactively to emerging situations. Moreover, integrating these cameras into the City’s broader network of public safety technology (including the forthcoming Fusus system) would support a more coordinated, data- driven, and seamless approach to policing and ensure that the Beachwalk remains a secure and welcoming environment for all.

As such, I would request that the City Administration be prepared at Committee to discuss their thoughts and recommendations, along with any costs or other concerns, regarding this initiative.
