BACKGROUND/HISTORY

ANALYSIS

Please refer a discussion to the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC") to discuss/take action regarding enabling the City of Miami Beach to take a leading role in implementing President Trump’s executive order on "Unleashing American Drone Dominance."

On June 6, 2025, the President issued an executive order titled "Unleashing American Drone Dominance," which aims to accelerate the safe commercialization of drone technologies, integrate unmanned aircraft systems (UAS) into the National Airspace System, and promote the export of American-manufactured drone technologies. The executive order outlines several key policies, including: • Accelerating the safe integration of UAS into the National Airspace System through timely, risk-based rule making that enables routine advanced operations. • Advancing the domestic commercialization of UAS technologies at scale by supporting industry-led innovation, reducing regulatory uncertainty, and streamlining approvals and certification processes. • Strengthening the domestic drone industrial base and promoting the export of trusted, American-manufactured UAS through updated economic policies and regulation. • Given the strategic importance of this executive order, I would like to discuss the possibility of the City of Miami Beach taking a proactive role in its implementation.

I would like the PSNQLC to discuss and make recommendations to the Mayor and City Commission on possible steps the City could take to enable the implementation of this executive order. This may include identifying potential partnerships with industry leaders and exploring funding opportunities.
