COMMISSION MEMORANDUM
RECOMMENDATION
The Administration recommends approval of the increase to the contract award between the City and Structural Preservation Systems, LLC (โSPSโ) in the amount of $6,175.86, for repairs to the 77th Street Bridge over Tatum Waterway, to implement a temporary, engineered, shoring system in key points, needed to provide stability to the 77th Street Bridge, during its rehabilitation, for a total project cost of $665,059.36.
BACKGROUND/HISTORY
The 77th Street Bridge, located in the Biscayne Point neighborhood, between Hawthorne Avenue and Tatum Waterway Drive, serves as a critical path for residents and emergency services. Based on consistent evaluations by the Florida Department of Transportation (โFDOTโ) in 2022 and 2024, the 77th Street Bridge has been receiving an average sufficiency rating of 62, below FDOTโs recommended minimum threshold of 70. This rating indicates a borderline condition - not yet critical, but in need of attention. It acts as a decision point to begin planning repairs or more frequent monitoring to prevent further deterioration.
Pursuant to Invitation to Bid (โITBโ) No. 2023-042-DF, Structural Preservation Systems, LLC (SPS), was awarded a contract to perform substructure, superstructure, concrete repairs, pile jacket installations, and other restorative work to the 77th Street Bridge. The project began in June, 2024, and was completed in March, 2025.
ANALYSIS
During the restorative work, SPS encountered newly unidentified, severely deteriorated concrete elements on key structural pillars, including beams, bent caps, and pilings. These conditions were not visible or foreseeable when the bid was presented, exceeding the approved contract award in the amount of $658,883.50.
To safely proceed with the bridgeโs repairs, SPS implemented a temporary engineered shoring system in key points (DU-14/15/16, DU-6/9/17, and PC-20). These efforts involved the coordination of a third-party structural engineer, additional field crews, specialty equipment, and an extended labor schedule. The conditions and additional work were documented through daily Construction Engineering Inspection (โCEIโ) reports, time and material (โT&Mโ) tracking, and communications between the City, CEI consultant (โCGAโ), and the contractor. The total cost of the shoring work amounted to $71,235.29. There is a remaining balance in the amount of $65,059.43, exceeding the contract award by $6,175.86. The Administration finds these costs fair and reasonable.
The Administration is requesting approval of the additional $6,175.86 to the contract award in the amount of $658,883.50 for a total project cost of $665,059.36, to cover the shoring system needed to safely complete the 77th Street Bridge repairs.
