COMMISSION MEMORANDUM
RECOMMENDATION
The Administration recommends accepting the recommendation of the Finance and Resiliency Committee (”FERC”), at its June 4, 2025 meeting for the purchase of two (2) shipping containers, permitting and installation, in the not to exceed amount of $250,000, from FY 2025 surplus funds.
The Administration also recommends that while the City Commission evaluates funding the proposed shipping containers, and associated costs, it also carefully considers several critical factors that will significantly impact the General Fund budget, beginning in FY 2026:

The City’s increasing unfunded capital improvement program Long-term General Fund financial projections indicating a potential shortfall in upcoming fiscal years 3. The passage of Amendment 5 in November 2024, which increases the homestead exemption and further constrains the growth of taxable property values
These considerations are essential to ensure that decisions regarding the funding of the shipping containers and associated costs align with the City’s broader long-term financial stability and strategic priorities. If the City Commission approves this request, the Administration recommends using FY 2025 surplus funds.
BACKGROUND/HISTORY
On February 26, 2025, the Mayor and City Commission (”City Commission”) approved referral item C4 AE, sponsored by Commissioner Kristen Rosen Gonzalez, to the FERC to discuss purchasing a new trailer to supplement the City’s trap, neuter, vaccinate, release (“TNVR”) program and the Kitty Campus.
ANALYSIS
At the request of the sponsor, this item would address the feasibility of purchasing a new trailer to expand the TNVR program and support the growth of the Kitty Campus (the “Project”).
Considering the program’s needs, the trailer would need to be equipped with the following features:
- • Electricity and air conditioning • Multiple rooms with doors that can be closed • A sink for cleaning with running water • A bathroom with sewer access
Based on recent executed projects by the Facilities and Fleet Management Department (”Facilities”), the Project’s scope contemplated construction costs, permitting, foundation work, and other factors. Accordingly, Facilities developed a rough order of magnitude (“ROM”) cost estimate as detailed below for the purchase and installation of a 36’ x 56’ (2,106 SF) trailer to address the above requirements and augment the program.
At its June 4, 2025 meting, FERC members opened the item for discussion. Having been presented with the potential $1 Million in expense for the proposed trailer, FERC members discarded the option. Instead, FERC members opted for the proposed purchase of two (2) shipping containers (equipped with the features requested above for the trailer), along with permitting and installation, in the not to exceed amount of $250,000. This amount would be funded under the surplus account from the Public Works Sanitation Division. FERC members made a motion to move the item to the City Commission, with a favorable recommendation to consider, as part of the FY 2025 Capital Budget Amendment, the allocation of the not to exceed amount of $250,000, contingent upon appropriate permit being secured.
