COMMISSION MEMORANDUM
RECOMMENDATION
The City Administration (Administration) recommends that the Mayor and City Commission (Commission) extend the current towing permits with the Cityβs two (2) towing permittees, Beach Towing Services, Inc. and Tremont Towing, Inc., on a month-to-month basis. These permits, set to expire on July 31, 2025, would be extended for up to six (6) months, or until new terms are agreed to by the Commission, whichever occurs first.
BACKGROUND/HISTORY
Chapter 106, Article V, Division 2 of the Miami Beach City Code, provides for the issuance by the City Commission of towing permits for the towing of vehicles identified by the City as requiring removal from the public way (the Police and Parking Towing Permits, the "Towing Permits"). On June 22, 2022, the Mayor and City Commission approved Resolution No. 2022-32206, approving the issuance of new Towing Permits via the Administrative Rules and Regulations for the Police and Parking Department, to (1) Beach Towing Services, Inc. and (2) Tremont Towing, Inc. The permits had a three (3) year term, effective August 1, 2022, with a renewal option for an additional period of three (3) years, subject to the prior approval of the Mayor and City Commission.
ANALYSIS
The Permittees are the only two service providers that satisfy all requirements outlined in the Miami Beach City Code and Administrative Rules and Regulations for Police and Parking Towing Permits, including the requirement to provide vehicle storage facilities within the City limits.
The removal of improperly parked and disabled vehicles is an essential tool for the Police Department and Parking Department in effectively managing traffic and parking throughout the City.
The Administration is currently working with the permittees to address pending issues and updates to the Administrative Rules and Regulations pertaining to Police and Parking towing. To facilitate this process, a month-to-month extension of the current towing permits is necessary to ensure seamless service while these updates are finalized.
