A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING THE SEVENTH AMENDMENT TO THE CAPITAL BUDGET FOR FISCAL YEAR 2025 AS SET FORTH IN ATTACHMENTS A, “PROJECTS”; B, “SOURCE OF FUNDS”; AND C “PROGRAMS."

RECOMMENDATION

The Administration recommends that the City Commission adopt the attached Resolution.

BACKGROUND/HISTORY

Planning for capital improvements is an ongoing process; as needs change within the City of Miami Beach (the “City”), capital programs and priorities must be adjusted accordingly. The Capital Improvement Plan (“CIP”) serves as the primary policy and planning tool for systematically identifying, prioritizing, and assigning funds to critical City capital improvement projects.

The City's CIP and Capital Budget development process begins in the winter when all departments are asked to prepare updates and requests on their department’s ongoing and new proposed capital projects. Individual departments prepare submittals identifying potential funding sources and requesting commitment of funds for their respective projects.

The CIP is updated annually and submitted to the City Commission for adoption. The Fiscal Years (“FY”) 2025 – 2029 CIP and FY 2025 Capital Budget was adopted on September 25, 2024 by Resolution No. 2024-33297.

The First Amendment to the FY 2025 Capital Budget was adopted on October 30, 2024 by Resolution No. 2024-33348.

The Second Amendment to the FY 2025 Capital Budget was adopted on December 11, 2024 by Resolution No. 2024-33442.

The Third Amendment to the FY 2025 Capital Budget was adopted on February 3, 2025 by Resolution No. 2025-33504.

The Fourth Amendment to the FY 2025 Capital Budget was adopted on February 26, 2025 by Resolution No. 2025-33551.

The Fifth Amendment to the FY 2025 Capital Budget was adopted on March 19, 2025 by Resolution No. 2025-33587.

The Sixth Amendment to the FY 2025 Capital Budget was adopted on May 21, 2025 by Resolution No. 2025-33683.

ANALYSIS

SEVENTH AMENDMENT TO THE FY 2025 CAPITAL BUDGET

The proposed Seventh Amendment to the FY 2025 Capital Budget reflects an overall increase of $2,246,288.00 and a re-alignment of $294,480.56 for the following capital project(s):

1. Ocean Drive Corridor (New Project) – Additional funding for GO#31: Ocean Drive Corridor project: The original scope of the GO Bond project includes the reconstruction of Ocean Drive to allow for greater flexibility in managing vehicular traffic. This comprehensive redesign will enable the mitigation, limitation, and/or elimination of vehicle access, as needed. Key elements of the project include the removal of existing sidewalks and curbs, the elevation of asphalt roadways, and the transformation of roadways into decorative, ADA-accessible, paver or stone pathways. Additionally, the project will involve modifications to traffic signals, the installation of a new drainage system, enhancements to security and vehicular access control, and the implementation of wayfinding signage.

At the May 21, 2025 City Commission meeting, the Mayor and City Commission adopted Resolution No. 2025-33690, authorizing the execution of Amendment 1 to the architectural and engineering design services agreement. This amendment was necessitated by an expanded project scope, resulting from updates to the agency- mandated traffic study methodology and the directives that were outlined in Resolution No. 2024-33337. This Resolution directed the Administration to take next steps to implement lighting and sidewalk improvements.

Funding for this proposed amendment would come from fund balance that is available for appropriation in the Capital Reserve Fund (Fund 304).

2. Miami Beach Convention Center (MBCC) South Wall Stucco Repairs (New Project): This project involves the repair of the south wall above the balcony adjacent to the pre-function area of the Sunset Ballroom at the MBCC. The existing stucco coating on the wall is deteriorating and requires urgent remediation. To ensure pedestrian safety, the affected area has been cordoned off until repairs are completed.

Funding for this proposed amendment would come from fund balance that is available for appropriation in the Convention Center Renewal & Replacement Fund (Fund 443).

3. Soundscape Sound System: This project involves the procurement and installation of a new sound system at Soundscape Park. At the May 21, 2025 City Commission meeting, the Mayor and City Commission adopted Resolution No. 2025-33697, authorizing the Administration to execute a grant agreement with New World Symphony for up to $1,900,000 to fund the replacement of the Soundscape Park sound system. This budget amendment would allow for installation by summer 2025 and will include site preparation and the repair of existing park infrastructure.

Funding for this proposed amendment is recommended to be allocated as noted below:

(#26619-New Subproject – GO#19): Funding for this portion of the proposed amendment, in the amount of $1,600,000.00, would come from accrued interest income available in the General Obligation Bonds (“GOB”) for Parks Fund (Fund 391).

(#60122-Soundscape Sound System): Funding for this portion of the proposed amendment, in the amount of $294,480.56, would come from Capital Pay-As-You-Go funds (Fund 302) previously appropriated to the Soundscape Audio Improvements project (#23318) with the intent of consolidating available funds for this project.
