RECOMMENDATION
The Administration recommends approving by 5/7ths vote, the establishment of a commemorative plaque in front of the facility located at 999 11th Street in honor of Arthur Martineau, following a duly noticed public hearing pursuant to Section 82-504(a) of the City Code.
BACKGROUND/HISTORY
On February 3, 2025, the Mayor and City Commission approved the referral of item C4 AZ, sponsored by Commissioner Bhatt, to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC” or the “Committee”) to discuss naming the Miami Beach Police Athletic League (“PAL”) building located at 999 11th Street, in honor of Arthur Walter (“Big Art”) Martineau.
On April 9, 2025, the Committee discussed the item and recommended in favor of establishing a commemorative plaque in Arthur Martineau’s honor.
ANALYSIS
On May 21, 2025, the Mayor and the City Commission adopted a Resolution accepting the recommendation at the April 9, 2025, PSNQLC meeting to approve the establishment of the commemorative plaque in front of the 999 11th Street facility in honor of Arthur Martineau. Furthermore, said Resolution set a public hearing on June 25, 2025, pursuant to Section 82-504 (a) of the City Code, to consider whether to approve the proposed commemorative plaque by a 5/7ths vote; and directed the City Clerk to provide public notice of the hearing consistent with the requirements of Section 82-504(a)(6).
The Miami Beach Police Athletic League (“PAL”) is a nonprofit youth organization that offers athletic, educational, and recreational programs for the children and teens of Miami Beach and whose goal is to foster relationships between youth and the law enforcement community. For approximately the past 15 years, the PAL was operated under the outstanding leadership of its dedicated and beloved Executive Director, Arthur (“Art”) Walter Martineau. Through his role with the PAL, Art Martineau had a profound impact, enriching the lives of thousands of children and fostering meaningful connections between youth and law enforcement for over 25 years. On January 23, 2025, Art Martineau passed away, leaving behind a legacy of compassion, service and unwavering dedication to his community.
The Administration recommends honoring the life of Art Martineau with a memorial plaque to be installed at the building located at 999 11th Street (the "Project") in accordance with Section 82- 504 of the City Code. The Project will consist of installation of the commemorative plaque, including design, fabrication, installation, and necessary improvements to the area.
FISCAL IMPACT STATEMENT
The fiscal impact for this Project is approximately $1,500.00.
