BACKGROUND/HISTORY
ANALYSIS
Persistent challenges posed by a significant segment of the homeless population engaged in ongoing criminal behavior requires urgent attention and strategic action. While the City remains deeply committed to supporting individuals experiencing homelessness through a variety of services—including shelter placement, mental health support, addiction recovery programs, and outreach partnerships—it is also imperative to maintain public safety and uphold the rule of law. This dual approach is essential to preserving the quality of life for residents, visitors, and business owners, while continuing to offer meaningful pathways out of homelessness for those willing to accept help.
Accordingly, I would like to discuss and take action with my colleagues that empowers the Police Department to enforce laws swiftly and decisively when criminal conduct occurs yet simultaneously reaffirms the City’s investment in compassionate outreach and supportive services. This approach should include ensuring that repeat offenders who refuse assistance and continue to violate laws are held fully accountable, while also bolstering coordinated efforts to offer opportunities for voluntary compliance and rehabilitation. By striking this balance, the City can lead with both accountability and compassion, protecting the safety, lawfulness, and integrity of its neighborhoods while maintaining its humane approach to homelessness.
