A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO CREATE AND IMPLEMENT A MONTH-LONG ACTION PLAN FOR THE MONTH OF AUGUST 2024, ENTITLED "OPERATION SUMMER HEAT," TO INCLUDE A COMMUNITY ACTION TEAM CONSISTING OF CITY STAFF, HEALTHCARE PROFESSIONALS, NON-PROFIT ORGANIZATIONS, BUSINESS REPRESENTATIVES AND VOLUNTEERS, WHEREIN ALL COMMUNITY PARTNERS CAN COOPERATIVELY AND PROACTIVELY PARTICIPATE IN ORDER TO COMPREHENSIVELY AND COMPASSIONATELY ADDRESS HOMELESSNESS BY PROVIDING FOOD, WATER, MEDICAL CARE, SHELTER, SOCIAL SERVICES, AND INFORMATION ON OTHER AVAILABLE RESOURCES, IN A CONCERTED EFFORT TO ENSURE THAT NO PERSON IN THE CITY IS LIVING ON PUBLIC PROPERTY DURING THE MONTH OF AUGUST 2024 IN THE MIDST OF HURRICANE SEASON AND DURING THE MONTH IN WHICH THE CITY TYPICALLY EXPERIENCES SWELTERING HEAT AND ITS HIGHEST AVERAGE TEMPERATURES; AND FURTHER, DIRECTING THE CITY ADMINISTRATION TO ALLOCATE THE NECESSARY PERSONNEL, RESOURCES AND SUPPORT IN ORDER TO ENSURE THE EFFECTIVE IMPLEMENTATION OF "OPERATION SUMMER HEAT," AND TO MONITOR AND REPORT ON THE PROGRESS OF THE OPERATION BY PROVIDING THE MAYOR AND CITY COMMISSION WITH REGULAR UPDATES THROUGHOUT THE MONTH OF AUGUST 2024, ALONG WITH A FINAL REPORT WHICH, UPON THE CONCLUSION OF OPERATION SUMMER HEAT, SHALL DETAIL ITS OUTCOMES, SUCCESSES, AND AREAS FOR IMPROVEMENT.
