RECOMMENDATION

It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the issuance of request for qualifications (RFQ) 2025-445-DF for Professional Architectural and Engineering Services in Specialized Categories on an β€œAs-Needed” Basis.

BACKGROUND/HISTORY

Section 287.055, of the Florida Statutes outlines the process by which agencies in the state may utilize contracts with architects and engineers on a continuing basis. Maintaining continuing contracts with architects and engineers helps to expedite the award of a project when the construction cost of each individual project does not exceed $7.5 million, or a study activity if the fee for professional services for each study does not exceed $500,000, or as amended.

In accordance with the state law, the City maintains agreements for professional architectural and engineering services in specialized categories to be utilized on an β€œas-needed-basis.” The City currently has 67 agreements with consultants for various architectural and engineering specialized categories, pursuant to RFQ 2020-096-ND which are set to expire on June 13, 2026, with no additional renewal terms available.

In order to consider a replacement agreement(s), the Administration developed RFQ 2025-423- DF for Professional Architectural and Engineering Services in Specialized Categories on an β€œAs- Needed” Basis.

ANALYSIS

Through this RFQ, the City will solicit qualifications to establish a pool of architectural and engineering firms in accordance with the requirements of the State of Florida, Consultant’s Competitive Negotiation Act (CCNA), including professional qualifications in the following specialized areas: Architecture – General; Architecture – Landscape; Architecture – Planning and Urban Design; Architecture – Town Planning; Architecture – Historic Preservation; Engineering – General Environmental Services; Engineering – Mechanical, Electrical & Plumbing; Engineering – Electrical; Engineering – Plumbing; Engineering – Mechanical; Engineering – Structural; Engineering – Civil; Engineering – Geotechnical; Engineering – Coastal; Engineering – Contamination Assessment, Remediation, and Reporting; Engineering – Stormwater; Engineering – Security and Safety; Interior Design / Space Planning; LEED Commissioning; Surveying and Mapping; and Construction Engineering Inspection (CEI) Services. Pre-qualifying firms before the work is identified streamlines the process of deploying a firm once the need arises. When professional services are required, a proposed project will be analyzed in terms of

the predominant professional specialty required, and a firm will be selected from the appropriate specialization list. The described process used by the City is typical of how most cities across the state engage architectural and engineering consulting services in accordance with statutory requirements.

Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the attached RFQ. After the Committee has evaluated the proposals, the City Manager will present an award recommendation to the City Commission for approval.

FISCAL IMPACT STATEMENT

The estimated annual expenditure for these contracts is approximately $3.6 million. The budget for these services is allocated from projects that the City will require in the future, as needed. All funds are contingent upon funding availability within the project and/or approval during a future budget process.
