A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR DESIGNEE, IN LIGHT OF THE AUGUST CITY COMMISSION RECESS, TO DO THE FOLLOWING, AS NEEDED: (I) SELECT, NEGOTIATE, AWARD, AND REJECT ALL BIDS, CONTRACTS, AGREEMENTS, AND GRANT APPLICATIONS; (II) RENEW EXISTING CONTRACTS WHICH MAY EXPIRE; AND (III) TERMINATE EXISTING CONTRACTS, FROM THE LAST COMMISSION MEETING ON JULY 23, 2025 UNTIL THE FIRST REGULARLY SCHEDULED COMMISSION MEETING ON SEPTEMBER 3, 2025; SAID AUTHORIZATION BEING SUBJECT TO RATIFICATION BY THE CITY COMMISSION AT ITS FIRST REGULARLY SCHEDULED MEETING ON SEPTEMBER 3, 2025. COMMISSION MEMORANDUM
RECOMMENDATION
It is recommended that the Mayor and City Commission (City Commission) adopt the resolution.
BACKGROUND/HISTORY
Between the last meeting on July 23, 2025, and the first regularly scheduled meeting on September 3, 2025, the City Commission will not be in session. During this period there may be bids or contracts in excess of the $100,000 for goods and services or $300,000 for construction, which may need to be issued, rejected, awarded, or terminated.
Typically, during the City Commission's recess period, the City Manager has been authorized by the City Commission to sign all contracts, agreements, and grant applications; renew any existing contracts and terminate existing contracts, as needed, from the last Commission meeting on July 23, 2025, until the first regularly scheduled Commission meeting on September 3, 2025, subject to ratification by the City Commission at its first regularly scheduled meeting on September 3, 2025.
ANALYSIS
The requested authorization is necessary to ensure that essential services and projects continue for the period during which the City Commission is in recess.

It is requested that authorization from the Mayor and City Commission of the City of Miami Beach, Florida, be given to the City Manager, or designee, to select, negotiate, award, and reject all bids, contracts, agreements, and grant applications; renew existing contracts which may expire; and terminate existing contracts, as needed, from the last commission meeting on July 23, 2025, until the first regularly scheduled meeting on September 3, 2025, subject to ratification by the City Commission at its first regularly scheduled meeting on September 3, 2025.
