RECOMMENDATION

The City Commission is recommended to approve the Resolution to ensure a smooth and efficient election process, thereby upholding the democratic values and governance of Miami Beach.

BACKGROUND/HISTORY

ANALYSIS

In accordance with the Miami Beach City Charter and City Code, a General Election is hereby called in the City of Miami Beach, Florida, from 7:00 a.m. to 7:00 p.m. on November 4, 2025, to elect the Mayor and three City Commissioners in Groups I, II, and III respectively, each of whom shall hold office for the terms as provided by law. If required, pursuant to provisions of the City Charter, a Run-Off Election shall be held from 7:00 a.m. to 7:00 p.m. on December 9, 2025.

The attached Resolution provides for the conducting of the General Election and Run-Off Election (if required) by the Miami-Dade County Office of the Supervisor of Elections (β€œSupervisor of Elections”); that the voting precincts shall be those as established by the Supervisor of Elections; that notices of the Election(s) shall be given; the form of the notices of Election(s); the form of the ballots for the Election(s); the registration of voters in accordance with State law; the casting of ballots by voters via Vote-by-Mail in accordance with State law; and for payment to the Supervisor of Elections for conducting the Election(s).

The results of the November 4, 2025 General Election are expected to be accepted by the Miami Beach City Commission on November 10, 2025 1 . If a Run-Off election is required and held on December 9, 2025, the results of the Run-Off Election are expected to be accepted by the Miami Beach City Commission on December 15, 2025 2 .

The installation and commencement of terms of office for all new Officers elected shall occur on the Monday immediately following the date of the Run-Off Election (i.e., on the Monday after the second Tuesday in December – December 15, 2025), at which time they shall enter upon the discharge of their duties.

FISCAL IMPACT STATEMENT

The Miami-Dade County Office of the Supervisor of Elections has provided the City Clerk with an estimate of $455,730 for the City's November 4, 2025 General Election, which includes the costs of 14 Early Voting days at two Early Voting sites (See Estimate – General Election.)

The Miami-Dade County Office of the Supervisor of Elections has provided the City Clerk with an estimate of $253,162 for the City's December 9, 2025 Run-Off Election, if required, which includes the costs of three Early Voting days at four Early Voting sites (See Estimate – Run-Off Election.)

1 On the first business day immediately following the issuance of the Final Election Results for the General

Election by the Miami-Dade County Office of the Supervisor of Elections, the City Commission shall meet to accept the returns of the election and ascertain the results (see Miami Beach Code Section 38-4). Based on preliminary conversations between the City Clerk and the Miami-Dade County Office of the Supervisor of Elections, it is expected that the Final Election Results for the General Election will be issued on November 7, 2025. Consequently, the City Commission is expected to accept the returns of the General Election on November 10, 2025. This date is subject to change. Upon receipt of official notification from the Miami-Dade County Office of the Supervisor of Elections regarding the date of the Certification of Final Election Results for the General Election, the City Clerk will publish a Letter to Commission (LTC) indicating the date the City Commission will accept the results of the General Election.

2 If a Run-Off Election is required, the City Commission shall meet to accept the final returns from such

Run-Off Election on the Monday immediately following the date of the Run-Off Election. (See Miami Beach Code Section 38-4(a).) Based on preliminary conversations by the City Clerk with the Miami-Dade County Office of the Supervisor of Elections, it is expected that Final Election Results for the Run-Off Election will be issued on December 12, 2025. This date is subject to change. Consequently, the City Commission is expected to accept the returns of the General Election on December 15, 2025. Upon receipt of official notification from the Miami-Dade County Office of the Supervisor of Elections as to the date that the Certification of Final Election Results for the Run-Off Election will be issued by the Miami-Dade County Office of the Supervisor of Elections, the City Clerk will publish a Letter to Commission (LTC).

CONCLUSION
