A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY (NBCRA), AUTHORIZING THE EXECUTIVE DIRECTOR, OR DESIGNEE, IN LIGHT OF THE AUGUST NBCRA RECESS, TO DO THE FOLLOWING, AS NEEDED: (I) SELECT, NEGOTIATE, AWARD, AND REJECT ALL BIDS, CONTRACTS, AGREEMENTS, AND GRANT APPLICATIONS; (II) RENEW EXISTING CONTRACTS WHICH MAY EXPIRE; AND (III) TERMINATE EXISTING CONTRACTS, FROM THE LAST NBCRA MEETING ON JULY 23, 2025, UNTIL THE FIRST REGULARLY SCHEDULED NBCRA MEETING ON SEPTEMBER 3, 2025; SAID AUTHORIZATION BEING SUBJECT TO RATIFICATION BY THE NBCRA BOARD AT ITS FIRST REGULARLY SCHEDULED MEETING ON SEPTEMBER 3, 2025. COMMISSION MEMORANDUM
RECOMMENDATION
It is recommended that the Chairperson and Board of Directors of the North Beach Community Redevelopment Agency (NBCRA) adopt the resolution.
BACKGROUND/HISTORY
Prior to the August 2025 recess of the NBCRA, the last NBCRA meeting will occur on July 23, 2025. Following the recess, the first regularly scheduled meeting will occur on September 3, 2025. During the recess period, there may be bids or contracts, in excess of the $100,000, for goods and services or $300,000 for construction, which may need to be issued, rejected, awarded, or terminated.
Historically the Executive Director has been authorized, by the NBCRA Board of Directors, to sign, execute, and/or settle contracts, agreements, and grant applications; and/or renew or terminate existing contracts, as needed, during the NBCRA recess period. This authorization is granted from the last NBCRA meeting prior to the recess to the first regularly scheduled NBCRA meeting, subject to ratification by the NBCRA Board of Directors at its first regularly scheduled meeting.
ANALYSIS
The requested authorization, to permit the Executive Director to approve, sign, execute, settle new contracts; and permission to renew and/or terminate existing contracts is necessary to ensure that continuity of essential services, programs, and projects for the period during which the NBCRA Board of Directors is in recess.

CONCLUSION
It is requested that authorization, from the Chairperson and Board of Directors of the North Beach Community Redevelopment Agency, be given to the Executive Director, or designee, to select, negotiate, award, and reject all bids, contracts, agreements, and grant applications; renew existing contracts which may expire; and terminate existing contracts, as needed, from the last NBCRA scheduled meeting on July 23, 2025 until the first regularly scheduled meeting on September 3, 2025, subject to ratification by the NBCRA at its first regularly scheduled meeting.
