Discussion Items - R9 V

COMMISSION MEMORANDUM

TO:
Honorable Mayor and Members of the City Commission
FROM:
Mayor Steven Meiner
DATE:
July 23, 2025
TITLE:
DISCUSS/TAKE ACTION REGARDING ENHANCED MEASURES, INCLUDING THE ROLLBACK OF OPERATING HOURS, INCREASED FINES FOR VIOLATIONS, AND A DEDICATED PICK-UP/DROP-OFF POINT FOR CHARTER VESSEL PASSENGERS, IN ORDER TO REMEDIATE ONGOING CHARTER VESSEL ISSUES AT MIAMI BEACH MARINA.

RECOMMENDATION

I would like to discuss potentially enacting enhanced measures to address the ongoing charter vessel issues at Miami Beach Marina. These measures include rolling back the permissible operating hours for charter vessels, increasing fines for violation(s) of the City Code, and establishing a dedicated pick-up/drop-off point at Monty’s Sunset for charter vessel passengers. My goal is to remediate the persistent disruptions to the lives of residents living in the surrounding area – due to, among other issues, loud, unruly, and/or illegal behavior by charter vessel passengers – and improve public safety and quality of life for residents in the vicinity.

Accordingly, I would like to discuss these measures, along with any other measures my colleagues may deem necessary, in order to alleviate these persistent problems.
