COMMISSION MEMORANDUM
RECOMMENDATION
It is recommended that the Mayor and City Commission approve the award of a contract to Joe Blair Garden Supply, Inc., the lowest responsive and responsible bidder, pursuant to Invitation to Bid (ITB) 2025-011-JP for Electric Leaf Blowers and Accessories.
This solicitation is currently under the cone of silence.
BACKGROUND/HISTORY
In 2017, the Mayor and City Commission approved Resolution No. 2017-29867 accepting the recommendations of the Sustainability and Resiliency committee and the Finance and Citywide Projects committee to transition to non-gas powered leaf blowers for all City landscape maintenance operations and directing the City administration to request all current City landscape maintenance contractors to voluntarily comply for the duration of their contracts and, further, directing the City administration to require non-gas powered leaf blowers in all future bids for City landscape maintenance work.
For approximately five (5) years, the City has had an agreement with Joe Blair Garden Supply, Inc., for the purchase and delivery of electric leaf blowers and accessories for the Sanitation Division of the Public Works Department, in accordance with Invitation to Bid (ITB) 2020-224-WG. The agreement has exhausted all renewal options and will expire on September 15, 2025.
In order to replace the expiring contract, this Invitation to Bid (ITB) seeks bids from qualified suppliers to provide the City with electric leaf blowers and accessories on an “as-needed” basis during the term of this contract.
ANALYSIS
On June 13, 2025, the ITB was issued. A non-mandatory pre-bid conference to provide information to proposers was held on June 30, 2025. One (1) addenda was issued, and 39 prospective bidders accessed the solicitation. ITB responses were due and received on August 1, 2025. The City received two (2) bids, one from Joe Blair Garden Supply, Inc., and another from HD Supply Facilities Maintenance, Ltd. (see Attachment A for tabulation).
The bid submitted by HD Supply Facilities Maintenance, Ltd. ("HD Supply") was deemed non-
responsive for failure to comply with the cost proposal requirements set forth in the ITB. Specifically, HD Supply did not provide the required mark-up or discount percentage based on the manufacturer’s suggested retail price (MSRP). Instead, HD Supply submitted line-item pricing, which does not conform to the solicitation’s stated requirements and prevents consistent and equitable comparison with other bidders. Accordingly, HD Supply’s proposal could not be considered for further evaluation.
The ITB stated that the lowest responsive and responsible bidder meeting all terms and conditions of the ITB would be recommended for award. In its due diligence, the Procurement Department and Public Works Department confirmed that Joe Blair Garden Supply, Inc., is an authorized dealer of ©Stihl brand products. Accordingly, Joe Blair Garden Supply, Inc., has been deemed responsive and responsible to the ITB requirements.
Joe Blair Garden Supply, Inc. is a family-owned outdoor power equipment retailer based in Miami, Florida. Founded in 1928, the company provides sales, service, and parts for lawn mowers, chainsaws, pressure washers, trailers, and arborist gear. It serves residential, commercial, municipal, and export clients, and is an authorized dealer for multiple major equipment brands. Joe Blair Garden Supply, Inc. has supplied equipment and services under contract to public agencies, including the City of Hialeah, the City of Miami, and other local entities. In addition, all references provided positive feedback on the company. Furthermore, Joe Blair Garden Supply, Inc., is the incumbent in providing these goods to the City and the City is satisfied with their services.
FISCAL IMPACT STATEMENT
For the last five years the City has purchased approximately $45,000 annually of electric leaf blowers and accessories from Joe Blair Garden Supply, Inc. for a discounted rate of 21%. The bid submitted continues to honor the 21% discount offered.

CONCLUSION
Based on the foregoing, it is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to Joe Blair Garden Supply, Inc., the lowest responsive and responsible bidder to ITB No. 2025-011-JP for Electric Leaf Blowers and Accessories.
