RECOMMENDATION

BACKGROUND/HISTORY

The North Shore Park Tennis Center (โ€œTennis Centerโ€) improvements project includes the construction of a new facility adjacent to the existing Tennis Center, featuring upgraded restroom facilities for park users and a shell space intended for future use as a cafรฉ or concession area. Originally conceptualized in 2017, the project underwent substantial redesign after initial construction bids exceeded the available budget. Following a temporary suspension due to funding constraints, construction resumed on May 9, 2024, and the project is now nearing completion.

In January 2025, the Miami Beach Tennis Center proposed the addition of an east-side terrace to provide outdoor seating for the future cafรฉโ€”an enhancement not included in the original project scope. At its April 18, 2025 meeting, the North Beach Community Redevelopment Agency (CRA) Advisory Committee recommended allocating up to $350,000 in CRA funds toward the terrace. However, it was later determined that CRA funding could not be used for a project that was already scheduled to be constructed within three years from the date the North Beach Redevelopment Plan was adopted.

Given the importance of this amenity to the overall success and usability of the cafรฉ space, we would like to engage in a discussion with our colleagues on the Committee to explore viable funding strategies for this final component of the project.

Please place on the September 3, 2025 agenda a referral to the Finance and Economic Resiliency Committee (the โ€œCommitteeโ€) to discuss options for funding amounts necessary for the design and construction of a terrace to serve as a seating area for the contemplated cafรฉ at the North Shore Park Tennis Center.
