RECOMMENDATION

BACKGROUND/HISTORY

Please place on the September 3, 2025 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee to discuss the Design Review Board’s recommendations regarding Parklet Design Guidelines.

At the April 23, 2025 City Commission meeting, at my request, the Commission referred Item C4 B (Parklet Design Guidelines) to the Design Review Board (DRB) for review.

At its July 10, 2025 meeting, the DRB discussed the existing guidelines, received a presentation from the Public Works Department, and adopted the following recommendations: • Develop location-specific standards (e.g., shades/fans in high-sunlight areas such as the east side of Washington Avenue). • Establish hours for when shades may be rolled down or must be rolled up. • Expand umbrella color options beyond solid colors; allow stripes under certain conditions, create a preferred color list, avoid white, and establish a process for approving alternative colors. • Explore permitting the use of fans in parklets. • Conduct a study to determine appropriate parklet locations, considering parking availability and adjacent traffic safety.

I’d like for the Committee to discuss and if possible, provide direction to the City Staff for potential amendments to the Parklet Design Guidelines
