RECOMMENDATION

BACKGROUND/HISTORY

Please place on the September 3, 2025 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee to discuss initiatives to expedite processing of new Business Tax Receipts (BTRs) and related permits

The timely issuance of Business Tax Receipts (BTRs) and other required permits is critical to supporting economic growth, encouraging entrepreneurship, and ensuring that new businesses can open their doors without unnecessary delays. Currently, the process can extend beyond what many applicants consider reasonable, creating barriers to investment and job creation.

I would like the Committee to discuss and explore process improvements, and best practices that could expedite the review and issuance of new BTRs and any other permitting required to open a business in the City within 60 days of the submission of complete and compliant application materials. I would like for the Administration to be prepared to share current timelines, common obstacles, and available initiatives.
