COMMISSION MEMORANDUM
RECOMMENDATION
Please place on the September 3, 2025 City Commission agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (βPSNQLCβ) meeting to discuss potentially creating safe and strategically located bicycle parking sites in South Beach to enhance security and reduce thefts.
BACKGROUND/HISTORY
As our City continues to encourage bicycling and the utilization of other micromobility devices as sustainable, healthy, and efficient modes of transportation that help alleviate vehicular traffic and parking issues throughout the City, we also must recognize the ongoing challenges bicyclists and micromobility device operators face regarding the security of their property. While the City should not assume responsibility for monitoring or guaranteeing the safety of parked bicycles or other micromobility devices, we can take meaningful steps to reduce theft and promote peace of mind for residents and other riders by strategically locating bicycle micromobility parking sites in highly visible and well-trafficked areas of South Beach.
My proposal is to explore the placement of bicycle racks and other micromobility parking stations near areas of consistent law enforcement presence or where pedestrian and community activity is particularly high. My intent is not to assign personnel to watch the parking stations, but rather, to leverage visibility and proximity to patrolled zones as a natural deterrent to theft or tampering. This approach balances the Cityβs commitment to supporting bicycling micromobility infrastructure with the practical need to avoid liability or responsibility for private property. By providing clearly identified, well-lit, and strategically placed parking areas, we can improve overall security conditions for bicyclists and other micromobility device operators while maintaining appropriate boundaries for the Cityβs role.
Accordingly, I would request that the City Administration be prepared at Committee to discuss their thoughts and recommendations, along with any costs or other concerns, regarding this initiative.
