COMMISSION MEMORANDUM
RECOMMENDATION
In accordance with the direction provided at the July 9, 2025, Public Safety and Neighborhood Quality of Life Committee (โPSNQLCโ) meeting, the Administration recommends that the Commission engage in discussion and take action on the potential procurement of food and beverage concession kiosks at select City parks, including consideration of a West Lot as an additional location.
BACKGROUND/HISTORY
At the May 21, 2025, Commission meeting, Commissioner Laura Dominguez, the Mayor, and City Commission referred an item (C4 Q) to the Public Safety and Neighborhood Quality of Life Committee (โPSNQLCโ), to discuss a potential procurement for food and beverage concession kiosks at select city parks (Exhibit A).
The City of Miami Beach is home to 44 parks that provide essential open space, recreational amenities, and community gathering areas across all neighborhoods. These parks play a crucial role in promoting wellness, fostering social interaction, and promoting environmental sustainability for residents and visitors alike.
As ongoing efforts to enhance the visitor experience and activate underutilized areas within public spaces, this referral proposes a discussion on the feasibility of establishing food and beverage concession kiosks at select city parks. The goal is to support vibrant, welcoming, and well- serviced park environments by offering convenient amenities while preserving the character and intended uses of each site.
On July 9, 2025, the Public Safety and Neighborhood Quality of Life Committee discussed the potential concept and was referred to the full Commission without a Committee recommendation (Exhibit B).
ANALYSIS
The Parks and Recreation Department has surveyed all 44 city parks to assess the feasibility of establishing food and beverage concession kiosks at locations that can support such operations without disruption of existing programming or compromising the character of the parks.
If the City Commission gives direction to proceed, the Administration recommends implementing a six-month pilot program at one or all of the following locations: โข Flamingo Park โข North Beach Oceanside Park or a West Lot
- โข Normandy Isle Park and Pool
These parks were identified as having the foot traffic, and spatial capacity to accommodate kiosk operations while complementing recreational uses and enhancing the overall visitor experience.
If the Commission supports moving forward with this initiative, the next step would be to issue a Request for Proposals (RFP). The RFP would outline the selection criteria for appropriate vendors and operators, including a preference for small, local, and minority-owned businesses, defined hours of operation, maintenance, and trash management responsibilities, and ADA accessibility requirements.
This process will ensure that vendors align with City goals, operational standards, and community needs, while allowing for evaluation and adjustment during the pilot phase.

CONCLUSION
The Parks and Recreation Department recommends that the Commission discuss and take action on the proposed pilot program for food and beverage concession kiosks at select city parks. With Commission support, the Administration is prepared to move forward with the following steps, including the development and issuance of an RFP, identification of pilot locations, and establishment of vendor selection and operational criteria.
