RECOMMENDATION

BACKGROUND/HISTORY

I would like to discuss the continuing resident concerns over unnecessary lane closures resulting from construction, maintenance, repair, and utility-related projects in the City. In many cases, contractors or other entities conducting roadwork are leaving lanes of travel closed even when no active work is taking place β€” such as during periods of rain or other delays β€” creating unnecessary and extreme traffic congestion, public frustration, and safety issues. These prolonged and avoidable closures consistently adversely impact residents, along with business and visitors, and call for stronger oversight to ensure that lane closures only occur when absolutely necessary and when work is actually occurring simultaneously with the lane closure.

Previously, I sponsored Resolution No. 2025-33675, which my colleagues and I adopted on May 21, 2025, which requires the City Administration to provide the Mayor and City Commission with at least 72 hours’ advance written notice prior to the closure of any lanes of traffic for construction, maintenance, or utility-related projects. The Resolution also directed the Administration to assign one or more City personnel to actively monitor each such project in order to ensure that all lanes of travel are reopened in a timely manner consistent with the contract plans, permit, and/or associated maintenance of traffic (β€œMOT”).

Accordingly, I would like to hear from the City Administration, and discuss with my colleagues, how the City can further build upon these measures to more effectively oversee and hold contractors accountable for improper or extended lane closures, while also exploring strategies for timely public communication regarding any roadway disruptions in which one or more lanes of travel will be closed. It is my intent to implement any enhanced oversight mechanism, enforcement tool, and/or improved real-time communication platform that could help minimize unnecessary lane closures and ensure residents remain well informed of any traffic impacts.
