COMMISSION MEMORANDUM

RECOMMENDATION

I would like to discuss the feasibility of underground tunnels as a potential strategy to address traffic congestion within the City. The City is uniquely constrained by its geography as a barrier island, with limited roadway connections to the mainland and an ever-growing demand on our transportation network. Unfortunately, these constraints, along with certain other factors, have created persistent traffic congestion at the surface-level, which continues to adversely impact residents and businesses, as well as visitors to the City. The exploration of underground mobility solutions presents an innovative approach to alleviating these challenges, while supporting the long-term economic vitality and livability of our City.

At this juncture, my intent is not to advocate for a specific project, but rather, to initiate a conversation about whether such infrastructure is even feasible for Miami Beach. Obviously, this would entail examining a range of factors including engineering and environmental considerations, financial models and potential funding sources, and integration with any existing, planned, or potential local transit systems.

Accordingly, I would like to discuss with my colleagues whether the City should take any initial step(s) to engage experts, review case studies from other jurisdictions, and/or order a preliminary report outlining findings and recommendations concerning the feasibility of underground tunnels in the City. Such additional information would allow us to make an informed decision as to whether underground tunnels can possibly serve as a meaningful component of our City’s transportation strategy moving forward.
