COMMISSION MEMORANDUM

DATE:

TITLE:
REFERRAL TO THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE – DISCUSS POSSIBLE INCENTIVES TO ATTRACT GROCERY STORES AND/OR OTHER FOOD VENDORS TO NORTH BEACH.

RECOMMENDATION

BACKGROUND/HISTORY

ANALYSIS

Please place on the September 17, 2025 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (the β€œCommittee”) to discuss possible incentives to attract grocery stores and/or other food vendors to North Beach.

North Beach lacks healthy food/grocery options. Currently there is a single Publix on 69th Street, and a few expensive bodega-style stores. I would like to discuss with my colleagues, ways in which the City might attract an additional grocery store or other creative solutions to bring healthy, affordable food to residents in North Beach.

An example of an innovative approach is New York City’s program β€œGreen Carts”. This program allows carts and trucks that have an appropriate permit to sell fresh fruits and vegetables and other healthy foods in neighborhoods. Although such a program may not be suitable for North Beach, I would like to explore this and any other options with my colleagues.
