RECOMMENDATION

BACKGROUND/HISTORY

Please place on the September 17, 2025 agenda a referral to the Finance and Economic Resiliency Committee (the โ€œCommitteeโ€) to discuss the potential impact of change orders associated with the Lincoln Road Connectors ancillary project on the funding allocated for the principal Lincoln Road Improvements Project.

Since the adoption of the Lincoln Road District Master Plan in October 2015, the overall project has been divided into two distinct components:

The Lincoln Road Connectors Ancillary Project (โ€œLR Connectors Projectโ€), which includes improvements along: Meridian Avenue (from Lincoln Road to 17th Street), Pennsylvania Avenue (from Lincoln Road to Lincoln Lane North), and Drexel Avenue (from 16th Street to Lincoln Lane North); and The Principal Lincoln Road Improvements Project (โ€œMain Projectโ€), which encompasses improvements along Lincoln Road from Lenox Avenue to Washington Avenue. Due to its more limited scope, the LR Connectors Project has advanced ahead of the Main Project. Over time, the Mayor and City Commission have approved several change orders related to the LR Connectors Project. This referral seeks to evaluate whether those change orders have had, or may have, any financial implications for the Main Project.

The Administration should be prepared to present relevant information and analysis to facilitate the Committeeโ€™s discussion.
