RECOMMENDATION

BACKGROUND/HISTORY

Please place on the September 17, 2025 agenda a referral to the Finance and Economic Resiliency Committee (the β€œCommittee”) to engage in a discussion regarding potential financial relief, marketing support, or other assistance programs the City may be able to offer to small businesses that are materially impacted by ongoing or planned public works projects.

While public infrastructure improvements are essential to the long-term vitality of our community, the construction process can create significant short-term challenges for adjacent small businesses, including reduced foot traffic, limited access, and disruptions to operations. These impacts can be particularly difficult for small, locally owned businesses with limited financial flexibility.

This referral seeks to explore whether the City can implement or expand programs to support affected businesses, such as temporary financial relief or fee abatements; targeted marketing and promotional campaigns; enhanced signage or wayfinding during construction; and any other creative solutions to help mitigate the economic burden of construction-related disruptions.

The Administration should be prepared to present any existing programs from other municipalities and potential options for consideration by the Committee.
