A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (FDEP), WATER QUALITY IMPROVEMENT PROGRAM, IN THE APPROXIMATE AMOUNT OF $427,000; 2) FDEP, RESILIENT FLORIDA PROGRAM, IN THE APPROXIMATE AMOUNT OF $3.2 MILLION; 3) FLORIDA DEPARTMENT OF LAW ENFORCEMENT (FDLE) THROUGH U.S. DEPARTMENT OF JUSTICE (DOJ), EDWARD BYRNE MEMORIAL JUSTICE GRANT COUNTYWIDE (JAGC), IN THE APPROXIMATE AMOUNT OF $11,500; 4) FLORIDA DEPARTMENT OF HEALTH, EMERGENCY MEDICAL SERVICES (EMS) COUNTY DISBURSEMENT, IN THE APPROXIMATE AMOUNT OF $6,200; AND 5) THE CHILDREN’S TRUST, GROUP, INDIVIDUAL, AND HOME VISITATION PROGRAM, IN THE APPROXIMATE AMOUNT OF $490,000.

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item.
ANALYSIS
1. Florida Department of Environmental Protection (FDEP) Water Quality Improvement Program, in the approximate amount of $427,000 for Park View Island Water Quality Improvements.
The FDEP Water Quality Improvement Grant Program provides funding to Florida's governmental entities to address wastewater, stormwater and agricultural sources of nutrients in waterbodies that are not attaining nutrient standards, have an established total maximum daily load, or are located within a basin management action plan area.
The City administration is applying for a grant in the approximate amount of $427,000 for Park View Island water quality improvements. The project will install seven advanced stormwater treatment systems that will reduce bacteria levels in the Park View Canal. The City is providing matching funds in the amount of $427,000 from account number 429-0815-069357-29-418-000- 00-00-00-23723.
2. FDEP, Resilient Florida Program, in the approximate amount of $3.2 Million, for two flood mitigation projects.
The FDEP Resilient Florida Program grants funding to counties, municipalities, and special districts to effectively address impacts of flooding and sea level rise that the state faces. The program enhances state efforts to protect coastal and inland resilience.
The City administration is applying for two grants in the approximate combined amount of $3.2 Million, for two separate flood mitigation projects. The details of the two grant requests are described below.
Nautilus F North Critical Need Construction The City administration is applying for a grant in the approximate amount of $2.3 Million for the construction phase of the Nautilus F North Critical Need project. The project includes improvements to stormwater infrastructure and the upgrading of water and sewer infrastructure. The City is providing matching funds in the approximate amount of $2.3 Million, which is contingent on City Commission approval and appropriation during the FY 2027 budget process.
Monument Island Living Shoreline Construction The City administration is applying for a grant in the approximate amount of $840,000 for the construction phase of the Monument Island Living Shoreline project. The project will reinforce the shoreline to reduce erosion of the island due to tidal and storm surge impacts. The project will also remove motorized vessel traffic. The City is providing matching funds in the approximate amount of $840,000 from account number 302-0830-000676-00-410-519-00-00-00-65625.
3. Florida Department of Law Enforcement (FDLE) through U.S. Department of Justice (DoJ), Edward Byrne Memorial Justice Grant Countywide (JAGC), in the approximate amount of $11,500 for overtime deployment.
The JAGC program is subdivided between state shares and local shares. The local share is divided among Florida's 67 counties through a formula-based funding matrix. This funding is distributed with the goal of improving the criminal justice system.
The City administration is applying for a grant in the approximate amount of $11,500 for overtime deployment of police officers. Officers in the Community Affairs Unit are responsible for policing initiatives while working with schools, non-profit organizations, places of faith, businesses, and events. This grant will help to fund those efforts. No matching funds are required.
4. Florida Department of Health, Emergency Medical Services (EMS) County Disbursement, in the approximate amount of $6,200 for EMS pre-hospital care.
The Florida Department of Health is authorized to provide grants to boards of county commissioners for the purpose of improving and expanding prehospital emergency medical services. County disbursements may subsequently be distributed to municipalities and other agencies or organizations involved in the provision of EMS pre-hospital care.
The City administration is accepting a grant disbursement in the approximate amount of $6,200 for EMS pre-hospital care activities. The City receives an annual disbursement of these funds, which is utilized by the Fire Rescue Division of the Miami Beach Fire Department. No matching funds are required.
5. The Children’s Trust, Group, Individual, and Home Visitation Program, in the approximate
amount of $490,000 for Parent-Child Program.
The Children’s Trust provides funding to support group, individual, home visiting, and advocacy parenting programs for at-risk populations in Miami-Dade County. The program’s purpose is to provide structured programs that follow evidence-based curricula, addressing specific needs and increasing positive parent-child interaction.
The City administration is accepting a grant renewal in the approximate amount of $490,000 for the City’s Parent-Child Program, which provides home visiting parenting sessions to parents in Miami Beach. No matching funds are required.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or his designee to apply for and accept funds and execute all documents or agreements in connection with these grants, award programs and funding requests.
