RECOMMENDATION
BACKGROUND/HISTORY
Please place on the October 29, 2025 City Commission agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (โPSNQLCโ) to discuss the City exploring and potentially transforming the alley located west of the West Lots into a โBicycle Boulevard.โ
A โBicycle Boulevardโ is typically a low-traffic, low-speed residential street or right-of-way that has been optimized to prioritize bicycle and pedestrian travel. Traffic calming measures, signage, and other design features may also be utilized to discourage cut-through motor vehicle traffic while still allowing local vehicle access. The goal would be to create a safe and continuous network for cyclists and pedestrians/walkers by providing an area more comfortable and direct for non- motorized users.
As such, I would like to discuss the possibility of transforming the alley located west of the West Lots into a designated โBicycle Boulevard.โ The West Lots consist of eight City-owned development parcels fronting Collins Avenue between 79th Street and 87th Street, and the adjacent alley presents an opportunity to create a safe, low-speed corridor for cyclists and pedestrians. This initiative would also promote sustainable mobility, enhance neighborhood connectivity, and improve safety by providing an alternative to higher-traffic roadways in the area.
Accordingly, I would request that the City Administration evaluate the feasibility, design options, potential costs, and possible funding sources for such a project. I would further request that the Administration be prepared to present its findings, recommendation(s), and any other relevant information, issues, or concerns at the PSNQLC meeting.
