RECOMMENDATION

Please place on the October 29, 2025 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee for consideration of a proposed initiative directing the City Administration to develop a program for an annual flat fee resident parking permit for on-street and lot parking in non-residential zones.

The City of Miami Beach recognizes the importance of equitable and accessible parking options for its residents, particularly in areas of high demand and limited availability. Many residents seek to park in non-residential zones due to proximity to work, schools, or other essential services. A flat fee permit program would offer a predictable and simplified option for such access.

This referral would allow the Administration to evaluate the operational feasibility and fiscal impact of implementing an annual resident parking permit program, with the appropriate fee to be determined during the program’s development. It is the intent of the Mayor and City Commission that any proposed framework not materially impact parking revenue and remain consistent with the City’s goals of fairness, efficiency, and resident support.

This initiative supports the City’s broader efforts to enhance mobility, improve quality of life, and ensure that parking policies reflect the evolving needs of our community.
