RECOMMENDATION
BACKGROUND/HISTORY
Please place on the October 29, 2025 City Commission agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (โPSNQLCโ) to discuss existing and potential regulations governing the operation of micromobility devices in the City of Miami Beach (โCityโ).
I would like to discuss the Cityโs existing regulations, as well as potential new regulations, governing the operation of micromobility devices within the City. The purpose of this discussion is to ensure that the Cityโs regulatory framework remains current and responsive to evolving patterns of use, traffic and safety considerations, and community impacts associated with the ever-evolving influx of micromobility devices such as electric bicycles, electric scooters, and similar forms of micromobility transportation.
Accordingly, I would request that the City Administration be prepared to provide an overview of the Cityโs current micromobility regulations and enforcement practices, along with the Administrationโs recommendations for new regulations, policy updates, and additional measures that could improve safety, accessibility, and the orderly integration of micromobility devices into the Cityโs transportation network.
