RECOMMENDATION

BACKGROUND/HISTORY

Please place on the October 29, 2025 City Commission agenda a referral to the Public Safety and Neighborhood Quality of Life Committee (โ€œPSNQLCโ€) to discuss existing and potential regulations governing the operation of micromobility devices in the City of Miami Beach (โ€œCityโ€).

I would like to discuss the Cityโ€™s existing regulations, as well as potential new regulations, governing the operation of micromobility devices within the City. The purpose of this discussion is to ensure that the Cityโ€™s regulatory framework remains current and responsive to evolving patterns of use, traffic and safety considerations, and community impacts associated with the ever-evolving influx of micromobility devices such as electric bicycles, electric scooters, and similar forms of micromobility transportation.

Accordingly, I would request that the City Administration be prepared to provide an overview of the Cityโ€™s current micromobility regulations and enforcement practices, along with the Administrationโ€™s recommendations for new regulations, policy updates, and additional measures that could improve safety, accessibility, and the orderly integration of micromobility devices into the Cityโ€™s transportation network.
