Report of the September 11, 2025, Land Use and Sustainability Committee (LUSC) Meeting.

A Land Use and Sustainability Committee (LUSC) meeting was held on September 11, 2025. Committee Members participating were Commissioners Alex Fernandez (Chair), Tanya K. Bhatt (Vice-Chair) and David Suarez. Members from the Administration, including Thomas Mooney, David Martinez, John Norris, William MacDonald, Amy Knowles and Nick Kallergis from the City also participated.

The meeting was called to order at 3:10 p.m.

PRIORITY ITEMS 1. DISCUSS AMENDING THE LAND DEVELOPMENT REGULATIONS TO ALLOW FOR ADMINISTRATIVE REVIEW OF TEMPORARY SURFACE PARKING LOTS. Commissioner Alex Fernandez Planning July 23, 2025 C4 K Motion By Acclimation: Recommend that the City Commission refer an ordinance to the Planning Board, in accordance with the draft text in the LUSC memo, including the following amendments: a. Areas outside of historic districts shall be included under staff level design review approval. b. The proposed ordinance shall not apply to lots in historic districts where a contributing building was demolished after January 1, 2025. c. The timeframe for the temporary lots shall be consistent with the timeframes set forth in Chapter 5 of the Resiliency Code (5 years).
