COMMISSION MEMORANDUM

TO:
Honorable Mayor and Members of the City Commission
FROM:
City Clerk Rafael E. Granado
DATE:
October 29, 2025
TITLE:
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 2025-33810, ELECTING COMMISSIONER JOSEPH MAGAZINE, GROUP VI, AS VICE-MAYOR, FOR A TERM OF AUGUST 1, 2025 THROUGH NOVEMBER 30, 2025; EXTENDING HIS VICE-MAYOR TERM THROUGH DECEMBER 15, 2025, TO ENSURE CONTINUITY OF SERVICE DURING THE INTERIM PERIOD PRIOR TO THE SWEARING-IN OF THE NEXT COMMISSIONER IN GROUP I.

RECOMMENDATION

Adopt the Resolution.

BACKGROUND/HISTORY

The Mayor and City Commission established a policy of rotating the position of Vice-Mayor every four months.

On July 23, 2025, the City Commission adopted Resolution No. 2025-33810, electing Commissioner Joseph Magazine as Vice-Mayor, for a term commencing on August 1, 2025, and terminating on November 30, 2025.

The next group in the Vice-Mayor rotation is Group I, currently held by Commissioner Kristen Rosen Gonzalez, who is term-limited and will vacate the seat upon the expiration of her term on December 15, 2025.

The newly elected Commissioner for Group I will not be sworn in until December 15, 2025, creating a gap in representation for the Vice-Mayor position from December 1 through December 14, 2025. To ensure continuity in the Vice-Mayor role and prevent a vacancy during the interim period, we recommend extending Commissioner Magazine’s term as Vice-Mayor through December 15, 2025, as it serves the best interest of the City.
