CITY BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO PRIORITIZE, AS PART OF THE FISCAL YEAR 2027 CAPITAL BUDGET. THE INSTALLATION OF INFRASTRUCTURE TO CAPTURE AND TREAT “FIRST FLUSH” STORMWATER RUNOFF– INCLUDING, BUT NOT LIMITED TO, INJECTION WELLS, INFILTRATION SYSTEMS, AND OTHER GREEN INFRASTRUCTURE SOLUTIONS–AT ALL STORMWATER OUTFALL LOCATIONS THROUGHOUT THE CITY. OF MIAMI

WHEREAS, the City of Miami Beach is committed to protecting its natural environment, including Biscayne Bay and surrounding water bodies, from the harmful effects of stormwater pollution; and

WHEREAS, stormwater runoff from urban areas often carries pollutants such as oils, nutrients, heavy metals, pet waste, and sediments into surface waters, contributing to water quality degradation, ecological harm and beach closures; and

WHEREAS, the City currently utilizes a network of stormwater outfalls that discharge directly into Biscayne Bay, the Atlantic Ocean and other surface water bodies, bypassing natural filtration processes that would otherwise reduce pollutant loads; and

WHEREAS, the installation of injection wells, infiltration wells, gravity wells, or other forms of subsurface conveyance and green infrastructure cab divert stormwater runoff–particularly first flush flows–into subsurface soils, where it can be filtered by soil and vegetation, thereby reducing the pollutant concentrations before reaching surface or groundwater systems; and

WHEREAS, implementing first flush stormwater treatment infrastructure aligns with the City’s broader goals of climate resilience, environmental stewardship, and compliance with state and federal water quality standards, including those under the

National Pollutant Discharge Elimination System (NPDES); and

WHEREAS, prioritizing this investment will enhance the City’s stormwater

management capacity, improve water quality in Biscayne Bay, and help ensure that Miami Beach remains a national leader in innovative, sustainable coastal infrastructure.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City

Commission hereby direct the City Administration to prioritize, as part of the fiscal year

2027 capital budget, the installation of infrastructure to capture and treat “first flush” stormwater runoff–including, but not limited to, injection wells, infiltration systems, and other green infrastructure solutions– at all stormwater outfall locations throughout the

City, in order to reduce stormwater pollution by diverting and filtering the most pollution portion of runoff before it reached surface or groundwater systems; and further, directing the Administration to identify operating expenditures that can be reduced without impacting current levels of service to fund this capital project.
