A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA. DIRECTING THE CITY ADMINISTRATION TO IMPLEMENT BY OR BEFORE MARCH 1, 2026 A NON-RESIDENT EMPLOYEE

PARKING PROGRAM, INCLUDING REDUCED PARKING RATES FOR

MEMBERS OF THE MIAMI BEACH WORKFORCE–PARTICULARLY HOSPITALITY EMPLOYEES–WHO FACE HIGH PARKING COSTS, AT A COST NOT TO EXCEED $75,000.

WHEREAS, the City of Miami Beach is home to a vibrant hospitality and service-based economy that relies heavily on a dedicated workforce, many of whom commute from outside the City; and

WHEREAS, non-resident employees, including those working in hotels, restaurants, and other essential sectors, often face high parking costs that create a significant financial burden and impact their ability to access their places of employment affordably; and

WHEREAS, providing reduced parking rates for non-resident employees would help alleviate these financial pressures, support workforce retention, and promote economic resilience by making it easier for employees to continue working in Miami Beach; and

WHEREAS, the Mayor and City Commission are committed to supporting the City’s workforce and ensuring that parking policies are equitable, accessible, and responsive to the needs of those who contribute to the City’s economy; and

WHEREAS, the development of a structured non-resident employee parking program would allow the City to offer targeted relief to workers while maintaining effective parking

management and revenue oversight; and

WHEREAS, residents currently pay $70 per month for passes valid at municipal lots and $75 per month for passes valid at municipal garages; and

WHEREAS, a program providing for a monthly rate of $100 for garages G8 and G9 up to 150 non-resident employees, on a first-come, first-served basis, would not have a material impact on parking revenues (less than $75,000) but would nevertheless provide much needed relief for non-resident employees.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to implement by or before March 1, 2026 a non-resident employee parking

program, including reduced parking rates for members of the Miami Beach workforce–

particularly hospitality employees–who face high parking costs, at a cost not to exceed $75,000.
