A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, REQUIRING THAT CITY COMMISSIONERS TRANSMIT TO THE CITY CLERK FOR FURTHER DISTRIBUTION TO THE MAYOR, ALL CITY COMMISSIONERS, AND ALL CHARTER OFFICERS A COMPLETE AND ACCURATE VERSION OF ANY PRESENTATIONS NOT LESS THAN THREE (3) BUSINESS DAYS PRIOR TO ANY CITY COMMISSION AND/OR CITY COMMITTEE MEETING, WHICH REQUIREMENT MAY BE WAIVED BY A 5/7THS VOTE OF THE CITY COMMISSION OR A UNANIMOUS VOTE OF ANY CITY COMMISSION COMMITTEE, IN ORDER TO PROMOTE TRANSPARENCY, PREPAREDNESS, AND EFFECTIVE DELIBERATION.
WHEREAS, the City of Miami Beach is committed to the principles of transparency, accountability, and effective governance; and
WHEREAS, the timely sharing of presentations (including PowerPoint presentations or other visual aids) and other materials to be displayed, shared, or disseminated at a meeting, and not previously submitted as an attachment to an agenda item, is essential to ensuring that the Mayor, City Commission, City staff, and the public are adequately prepared to engage in meaningful discussion and deliberation; and
WHEREAS, requiring City Commissioners to transmit to the City Clerk for further distribution to the Mayor, all City Comm issioners, and all Charter Officers a complete and accurate version of any presentations to be displayed, shared, or disseminated at a meeting not less than three (3) business days prior to any City Commission and/or City Committee meeting will enhance the quality of decision-making and foster public trust; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach wish to formally establish this requirement to further the City's commitment to open government and effective civic engagement.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby require that City Commissioners transmit to the City Clerk for further distribution to the Mayor, all City Commissioners, and all Charter Officers a complete and accurate version of any presentations not less than three (3) business days prior to any City Commission and/or City Committee meeting, which requirement may be waived by a 5/7ths vote of the City Commission or a unanimous vote of any City Commission Comm ittee, in order to promote transparency, preparedness, and effective deliberation.
