A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO EXPLORE THE IMPLEMENTATION OF AN Al-POWERED BUILDING PERMIT PRE-CHECK TOOL, SIMILAR TO THE "ECHECK" PLATFORM USED BY THE CITY OF LOS ANGELES, AND TO REPORT BACK TO THE CITY COMMISSION AT ITS DECEMBER 17, 2025 MEETING WITH FINDINGS AND RECOMMENDATIONS REGARDING FEASIBILITY, COSTS, POTENTIAL VENDORS, AND ANTICIPATED BENEFITS FOR MIAMI BEACH RESIDENTS.
WHEREAS, the City of Los Angeles has launched the Archistar "eCheck" platform, an Al- powered tool that uses computer vision, machine learning, and automated rulesets to instantly check building designs against local zoning and building codes, allowing applicants to pre-check their designs for compliance before formal submission and significantly reducing review times and resubmissions; and
WHEREAS, the "eCheck" platform automatically flags potential errors and provides recommendations for improvements, enabling architects and homeowners to address issues prior to submitting plans to the Los Angeles Department of Building and Safety, thereby improving the quality of initial submissions and reducing the amount of back-and-forth communication with city staff; and
WHEREAS, the hybrid human-Al process involves collaboration between technology and human experts, with architectural, code, and tech experts managing the process and city staff performing a final manual review, resulting in a permitting timeline that can reportedly be reduced significantly; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach desire to explore the feasibility and potential benefits of implementing a similar Al-powered pre-check tool to accelerate building permit approvals, especially for residents rebuilding after hurricanes, flooding, or other natural disasters, and to improve overall efficiency and customer service in the permitting process.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Comm ission hereby direct the City Administration to explore the implementation of an Al-powered building permit pre-check tool, similar to the "eCheck" platform used by the City of Los Angeles, and to report back to the City Commission at its December 17, 2025 meeting with findings and recommendations regarding feasibility, costs, potential vendors, and anticipated benefits for Miami Beach residents .
