A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO REPRIORITIZE AND ALLOCATE NEEDED RESOURCES TO ADDRESS A BROKEN PIPE IN NORTH BEACH THAT RESULTED IN THE DISCHARGE OF RAW SEWAGE INTO THE PARK VIEW ISLAND CANAL ON OCTOBER 9, 2025, AND TO EXPEDITE THE UNDERTAKING OF THE WATER AND SEWER INFRASTRUCTURE STUDY PREVIOUSLY APPROVED BY THE CITY COMMISSION.
WHEREAS , the City of Miami Beach is committed to maintaining and improving the quality of its waterways and Biscayne Bay, which are critical to the environmental, economic, and recreational prosperity of the City and the health, safety, and welfare of its residents; and
WHEREAS, since March 2020, following a sanitary sewer overflow caused by a contractor, the Park View Island Canal has experienced chronically elevated bacteria levels, resulting in a continuous "No Contact Advisory" at the Park View Canal Kayak Launch;and
WHEREAS, the City has undertaken multiple efforts to identify and mitigate sources of contamination, including dye testing, CCTV inspections, smoke testing, sediment sampling, and advanced gene biomarker analysis, which revealed fecal contamination from birds, dogs, and humans; and
WHEREAS , the City retained Dr. Helena Solo-Gabriele of the University of Miami to conduct a Phase I and Phase II water quality study, which confirmed that stormwater runoff and aging infrastructure-including private outfalls-are major contributors to degraded water quality; and
WHEREAS , the City Commission previously adopted Resolution Nos. 2023- 32643, 2024-32954, and 2025-33632 to prioritize funding for dredging , retrofitting the gravity stormwater outfall system, and conducting post-study assessments to evaluate the impact of remedial measures; and
WHEREAS , on October 4, 2025, a broken pipe in North Beach resulted in the discharge of raw sewage directly into the Park View Island Canal, exacerbating the already critical water quality conditions and underscoring the urgency of infrastructure rehabilitation; and
WHEREAS , the City Commission has already authorized a water and sewer infrastructure study, and the recent incident necessitates immediate reprioritization and acceleration of this undertaking to prevent further environmental harm and public health risks; and
WHEREAS, the Mayor and City Commission wish to direct the Administration to immediately allocate resources to repair the broken pipe , mitigate the environmental impact, and expedite the infrastructure study and related improvements.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the Administration to reprioritize and allocate needed resources to address the broken pipe in North Beach that resulted in the discharge of raw sewage into the Park View Island Canal on October 9, 2025 , and to expedite the undertaking of the water and sewer infrastructure study previously approved by the City Commission.
